When do you think the Borg were at their best?
I say during First Contact, because that's when they first looked truly scary, yet they didn't have the whole nanite and abberation-within-the-collective crap yet.

I voted for The Next Generation. They were new and unknown and really scary because nothing worked against them. I loved when Picard told Q that he had proved his point.
Later on they became less scary because it was shown that they weren't entirely invulnerable. That's the way it works when knowledge is gained.

Yes, TNG is where they evolved from...but their whole "look" was pretty poor(makeup/costume).
